Municipal government can be difficult to follow, especially when unfamiliar terms, procedures and responsibilities are involved. Municipal 101 explains how the Township of Severn works in plain language, so residents can better understand Council decisions, municipal services, bylaws, budgets and the people responsible for making decisions.
Who Does What?
Municipal government involves elected officials, Township staff, committees, boards and other organizations. Their roles and responsibilities are not always the same. This section explains who is responsible for making decisions, who provides advice and who carries out the decisions that Council makes.
Understanding Municipal Terms
Municipal documents often use terms that aren’t part of everyday conversation. Municipal 101 will explain common terms and processes in straightforward language, including bylaws, staff reports, delegations, motions, resolutions, public meetings, budgets and development applications.
How a Decision Gets Made
A municipal decision can involve several steps before Council makes a final decision. A matter may begin with a staff report, application, public request or Council direction. It may then be reviewed, discussed, deferred or sent back for more information before a decision is made. Severn Explained will explain these steps and identify where a matter stands.
